Start with finding Proffesor Felix Dorne at 8 coins HQ he can make all 10 keys.
To active the NPC's you need to have atleast 1 Arkadian Treasure Map in your inventory.
Choose what keys you want to make and trade the resources.
Head to Arkadia Underground and Equip a Key to get a Waypoint on your map to the Sal'Diresh Instance.
Congratulations, you can now do Sal'diresh vaults in Arkadia underground

For entering the instance you need to be in team. You can make a team and be alone in it, you will still be able to loot the chest in the end, you can disband your team when you are inside too.
